Two suggestions, merge when ready.
- Add ci: block for pre-commit.ci integration - Update run-cmake-format.sh to use RAPIDS_CMAKE_FORMAT_FILE when available, providing proper formatting for rapids-cmake functions - Reformat CMakeLists.txt with rapids-cmake function parse rules
