Azure hosting support and a handful for other tweaks

• Adds a devcontainer for vscode to keep the dev environment clean and reproducible (also supports local testing)
• Adds editorconfig support for consistent formatting
• Adds some flake8 style improvements (and ignores a bunch)
• Adds Azure hosting support (db config controlled via more environment variables)
  • Required updating pip requirements and changing shebang headers for better cross platform support
• Adds a basic authentication mode for privileged operations like /create_user (controlled via more environment variables)
