⚡ Bolt: Optimize average FPS calculation

💡 What: Replaced array-based FPS history tracking with numeric accumulators (framesSinceLastCheck and timeSinceLastCheck) in the WebGL render loop.
🎯 Why: Appending to an array and performing division every single frame caused unnecessary memory allocations, Garbage Collection (GC) pressure, and CPU overhead.
📊 Impact: Completely eliminates array mutations per frame, reducing GC pauses and calculating a mathematically sound average FPS (total frames / total time), improving rendering headroom.
🔬 Measurement: Verified with pnpm test src/ts/__tests__/background-animation.performance.test.ts to ensure the dynamic quality downgrade mechanism correctly interprets the computed average FPS thresholds and downgrades correctly.
