In SYCL early optimization pipeline, EarlyCSEPass is currently missing after SYCLLowerWGLocalMemoryPass. This PR adds it to VectorizerStartEPCallback which is the first function pass callback following AlwaysInlinerPass. This patch fixes the test above: if outdated versions of `llvm-profdata` and `llvm-cov` were installed on the machine in `PATH`, they had higher priority, so test failed with the mismatch of different versions. Added these tools to the testing config, so we have the correct binary searching order: first - our compiler `bin` folder, and only then - `PATH`.
- misspells, - wrong param name, - redundant `verbose` variable (we use args now).
- Fix missing param passing to torch benchmark bin (ref. intel#20978) - Extend test case to check if the param is passed, as expected - Move log with full command to execute from Debug to Info
Before, it was run (manually?) to verify benchmark's structures. We have proper integration tests now, run on PRs updating benchmarks.

Build with `-j $(($(nproc)/3))` instead of `-j $(nproc)` to prevent timeouts in CI builds. This change regards only two following yaml files: `.github/workflows/ur-build-hw.yml` and `.github/workflows/ur-build-offload.yml`
