Add core metrics injection and extend gotohelm to support capabilities

This commit does two things:

• adds the ability to leverage the Capabilities helm built-in object in gotohelm to add metadata about the Kubernetes server version being targeted during installation
• adds a bunch of metrics environment variables to our deployment, in part leveraging Capabilities. The exact list of environment variables comes from this core commit: metrics: add optional pass-through metrics injected by kubernetes redpanda#29176
• adds two flags to the Redpanda RenderState that the operator will be able to set to override some of the information used in setting these env variables
