With #3 happening, I'm going to revisit this and breakdown the remaining work in additional PRs rather than a whole big one. Before I merge this in though, I'm going to clean up some of the work here so it's not 18F or other company specific. |

This patch series will eventually contain all the work to get the base functionality working. Once this is merged in, we'll have a 1.0 release on our hands!
