Release 1.16

Added support for fedora-messaging. Fedmsg is still possible, but it is listed as soft requirement (Suggest).
spec tweak not to require distgit-selinux in containers
The name of topic sent to fedora-messaging changed and is now git.lookaside.new. Previously it was lookaside.new
There is new systemd-timer which is run monthly. The executable /usr/bin/dist-git-gc runs git gc on every dist-git repository. This can speed up git cloning and in some cases also save a lot of disk space.
