To enable minimum version testing in scanpy: scverse/scanpy#4038 we would like to have weaker lower bounds.

I've also removed the upper bound on pandas because anndata can handle that for us since it upper bounds pandas by 3 in the 0.12 releases

I'm happy to add in a min-vers environment here if you don't feel safe with these! These bounds will be tested in scanpy :)

Hey sorry for lagging on this.
Yes let's do a changelog entry + bump version to rc2 in the toml, then we can merge !
Is the dev-> test group naming required by the scanpyCI ?

No I was just trying initially to split off pdex (which I think is causing at least one of the low-bound dependencies you had before) but I think poetry actually just installs everything at once so it doesn't make a difference for testing unless you were to completely change the setup.
