This PR adds a GitHub Actions workflow to integrate WalletConnect's CTA (Contributor License Agreement) Assistant, which automates the management of contributor agreements for pull requests and issue comments.
- Adds automated CTA checking for pull requests and issue comments
- Configures appropriate permissions for the workflow to manage pull requests and statuses
- Uses WalletConnect's official CTA assistant action from the master branch
