This PR add the installation of RHOAI Operator (2.13) and RHOAI Instance, and fixes the rhods-notebooks namespace missing.
Tested in parasol-insurance dev environment but needs to be tested with deployment from scratch to see the possible race conditions of the argocd waves (specially for the user project automation).
