This PR adds the M-mode secondary context extension.
make smtctxwill build the proposal.The main contents are based on RISC-V TEE's gdoc, except that the three new fields are clearly depicted now.
We also refined the expression of the whole proposal.
Although it still needs more comments to polish the spec, the refined version is a good starting point that people can involve in.
