IEC 61850 open server MVP alpha release

This release includes an Minimal Viable Product(MVP) of the IEC 61850 server. It includes a dynamic instantiation of a minimal set of functional logical nodes for a basic simulation based on an SCL file. The supported logical nodes include a sample-value publisher, subscriber, very basic PTOC, minimal MMXU, CILO, XCBR, XSWI. It also contains a process simulator, that will generate a netlist based on a substation section of the SCL, that can be used as a closed loop process simulator in combination with the server instances to simulate a protection function.
