* add `10_1*.md` to `.pages` * copy `10_0.md` to `10_1.md` * modify content NOTE: For the most part this is a direct copy of release notes for 10.0 with some modifications made. Further modifications, deletions, and additions will be forthcoming. ALSO when in the final stages, if 9.7 releases prior to 10, modifications will need to be made to the `.pages` file BEFORE merging.

* add a note about preserving some content deliberately from 10.0 * add procedure to upgrade from 10.0 to 10.1 * replace some links for the upstream as needed * add a note about RDP as it formerly related to X11 * add a link to the upstream Known Issues as there were no reported known issues from the testing team
* remove duplicated statement

I think the Containers, Software Management, Desktop Environment and Infrastructure services sections also need a rework, or not sure maybe we will keep some of it, but yeah here is the rest.
