I had this sitting in a branch, I think I sent it to Vanessa for feedback first and never actually issued the PR.

This PR does the following.

• Adds our new artist.
• Pulls a subset of content from the existing Rules and Guidelines pdf onto the page to make that guidance clearer.
• Makes use of the phrase "Rules and Guidelines" consistently.
• Gives illustrative examples of when to contact us.
• Adds a note about custom art work.
• Gives a brief note suggesting a preference for working with illustrators over using AI.
