• Base off qt_create or roscreate.
• qt_create has groovy compatible template files.
• roscreate is old (we don't use anymore), but has lots of scripts - roscreate-cpp-pkg and roscreate-comms-pkg (call it roscreate-msg-pkg instead) which are useful.
• Modify script and contents and template files to create a simple c++ package with a talker publisher.
