I'd like to semi-automate the release process.
This copilot-instructions.md will enable us to instruct our VS Code to make PR for version bump and push a new tag.
Bumping pull request must be merged by hand so that AI won't push many invalid tags.
I will try to make 1.3.0 using this automation
