Summary
Download only the release payload artifacts in the publisher job. Docker build actions also upload diagnostic
.dockerbuildrecords; downloading all artifacts made v0.3.0 publication fail when one diagnostic record was temporarily unavailable.The v0.3.0 payload was recovered from the successful artifact jobs and published explicitly; this change keeps future tag publication automatic.
