• add WP172 PF-seeded RTK consensus with fail-closed independent agreement and residual gates
• raise locked Tokyo sub-50 cm coverage to 5,546/11,924 (46.5112%) with 1,802 gained, zero lost, and zero false FIX
• lock Nagoya development, Tokyo final, dual-RTK runtime, trajectory integrity, release bundle, and public evidence

Safety and validation

• production input remains truth-free, PF-only, and runtime FGO remains disabled
• all FIX declarations remain suppressed
• conservative WP172 sequential runtime is 42.653 ms/epoch; final replay trajectory is byte-identical
• promotion audit: 11/11 gates pass; reproducibility bundle: 33/33 files
• smoke: 325 passed, 1 skipped
• focused: 12 passed; ruff and diff checks pass

Scientific limitation

Tokyo run1 was inspected by earlier campaign diagnostics, so this is documented as an operational promotion audit rather than a virgin scientific holdout. Numerical gates were frozen and checked on Nagoya before the locked Tokyo rerun.
