chore(release): prepare CLI packages 0.2.2

Summary

• bump the CLI monorepo and all three published packages to 0.2.2
• make the merged bounded CLI auth-v2 client releasable without disturbing installed 0.2.1 clients

Verification

• pnpm install --frozen-lockfile
• pnpm build
• pnpm typecheck
• pnpm test
• npm pack --dry-run --json for core, SDK, and CLI

Publishing remains a separate owner action after merge via a v0.2.2 GitHub release (or the existing manual publish workflow).
