Update announcement/proposal docs: migration completed and live#200

The Markdown migration shipped in July 2026: bitclust rurema#189, doctree #3035, and the generated-documents switch are all merged, and docs.ruby-lang.org/ja/ now serves HTML built from the doctree manual/ tree. Update the two outreach documents to reflect this: - announcement: add a notice that editing now happens in manual/ (refm/ is frozen), mark phase 3 as completed, list remaining phase 4 tasks (gem release, pre-3.0 salvage, refm/ removal), and rewrite the contribution FAQ for the post-migration workflow - proposal: add a status banner marking the proposal as adopted and completed, and reword review-phase phrasing accordingly Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
