Align Turbolite replay cursor orchestration

Summary

• wire haqlite-turbolite to Turbolite replay-cursor base publishing
• use walrust set_external_delta_base instead of the deprecated compatibility name
• rename local replay-cursor modules/tests away from planning vocabulary
• update declared dependencies: walrust now points at main where PR Repair continuous bootstrap base publication #8 landed; Turbolite points at codex/replay-cursor-quint while turbolite#41 is open

Dependency order

• Requires Rename fenced external delta cursor API walrust#8, already merged
• Requires Add replay cursor Quint contracts turbolite#41 before this can merge cleanly to main
• After turbolite#41 merges, update the Turbolite dependency target from codex/replay-cursor-quint to main or a released version
