Config struct now always has the following format:
Almost all config options should be boolean flags, but we allow other values as well.
We do this to support both EIP and non-EIP specs -- we may have behaviors that we want to support that is slightly different from the canonical EIP specification, or simply a competing EIP. The new format allows us to properly specify them and support both.
