Old apple-codesign 0.22 pulled in rustls 0.20 -> ring 0.16.20, whose
C build doesn't recognize aarch64-pc-windows-msvc and fails with
"BN_ULLONG: undeclared identifier". Bumping apple-codesign and
app-store-connect unifies the tree on ring 0.17, which builds fine.
