Initial Clone of Rust Latam 2020

This PR includes just an early clone of Rust Latam 2020 but using Astro, Tailwind, i18n and FontAwesome.

Thanks for working on all the setup 🙌🏽
I like the idea of cloning the 2020 version to save some work later, but leaving some notes:

• Right now we just want to show the hero section of the main page with a "Coming Soon".
• To be safe, we should delete all the schedule, people and sponsor - related info/pictures from the repo.

Edit:

Here's an idea from discussions with the team, we can replace the current 2020 website with this PR and deploy it.
Then let's just put a simple Coming Soon page in this repo for now. We can still keep an astro setup, but let's just do a simple coming soon page, and later on we can pull in pieces from the 2020 website as we design them or need them.

That way we take advantage of this work without polluting this repo with things we might not need.
