ADR 0004 defines a persistent statistical validity budget for adaptive Dream Machine experiments. The design separates descriptive metrics from inferential promotion claims, binds artifact and cluster units before outcome observation, preserves claim family history across nights, and explicitly prevents statistical confidence from becoming execution authority.
The reproduction protocol pins the upstream MIT licensed Tacet reference implementation at commit
8fe2761950ac2330566538aa06d04e660f62401eand requires independent reproduction plus null simulations before any runtime integration.This PR is draft and documentation only by design. Do not reimplement the statistical mechanisms until the pinned upstream behavior and assumptions reproduce in MetaHarness.
