feat: Request Details - add updated date, hover tooltips, additional info and files section

Closes #1456

Changes:

• Added Updated Date field next to Creation Date in Details tab
• Added hover tooltips on Creation Date, Updated Date, Status, and Priority fields
• Added Additional Information section (UI ready, awaiting API integration)
• Added Attached Files section (UI ready, awaiting API integration)
• Added translation keys: UPDATED_DATE, CREATION_DATE, ADDITIONAL_INFO, ATTACHED_FILES to en/common.json
