Add needs tags for database_cremona_(mini_)ellcurve

The uv-based CI workflows are failling on some systems with a quite a few errors due to a missing/not found ellcurve db (see eg https://github.com/cxzhong/sage/actions/runs/26278272434/job/77347800338#step:9:60). So we add here the required #needs tags.

There were quite a few places (around 1000), so this was done in a semi-automated way. I double-checked a few locations manually, but cannot guarantee that I got all instances nor that all annotations are 100% needed.
