What does this PR do?

Add a warning, using the project deploy/retrieve start without any md flag should be fail in the future.
-with scratch org without source tracking

What issues does this PR fix or reference?

I verified that the warning message is displayed when:

  • ✅ Is deployment:
    • No metadata flags are used (--manifest, --metadata, --metadata-dir, --source-dir)
    • Source tracking id not enabled.
  • ✅ Is retrieve
    • No metadata flags are used (--manifest, --metadata, --metadata-dir, --package-name)
    • Source tracking id not enabled.
