docs: add Kotani Pay profile to Stellar Wave Hub

Overview

This PR adds an independently researched project profile for Kotani Pay, a Stellar Wave Program participant, to the Stellar Wave Hub. Kotani Pay builds fiat on/off-ramps and cross-border payment corridors across Africa on Stellar, enabling low-cost, fast settlements in USDC. The submission includes a verified Stellar Mainnet account, an original 248-word description, accurate category and tags, supporting screenshots, and confirmation that no duplicate profile previously existed on the Hub.
