Added a variable before checking resolution to check a variable (force_cq) to bypass constant bitrate and force constant quality transcode

I wanted a way to force CQ over CB, so I took a stab at it. This PR changes two things.
Adds a variable in the input flow called fl_force_cq this reads from a library variable called the same.
Adds a variable check after checking node encoder type to skip to CQ

Caution
I exported the code using tdarr Copy to Clipboard, it seems tdarr changed how some code is dumped into the file and thats why it seems like so much code has changed. I find this really annoying, thanks tdarr.
