Each individual run of Sanic sort of runs on its own. The Inspector is a very powerful tool that can be used for introspection, monitoring, and scalability. However, it really is only useful on that individual run.
This PR brings the concept of a centralized hub that collects information from multiple independent instances to aggregate in a single Inspector (called the Hub).
More details as the idea if further fleshed out.
