Move docs to ReadTheDocs.org

The docs is currently hosted on GitHub Pages, but it would be better if it’s moved to RTD.org.

I can help on this, i published many doc to RTD and seems your documentation in docs/ is pretty simple to publish. I could publish it on RTD then give the admin right to some people.
