長時間動作時にRangeSensorLayerがエラーを吐いてnavigationが動かなくなる現象の修正
有志が修正したPRをそのまま取り込む形です

改善前：３日間程度の連続動作でnavigationがcmd_velを吐かなくなり、ロボットが動かなくなる
改善後：１週間程度連続動作確認
Test
※cuboidとsignageで明らかに同様な機能のためcuboidのみで動作確認
