Note i15923 does not signal a leak anymore. I moved it and some variants to pending. Note: There seems to be something more fundamentally wrong with this test: We get an infinite recursion for variant i15923b.

This PR contains the logic changes needed to support the split of Capabilities and Types, which will
land in a future PR. It should be merged before this other PR since that way we get better bisects in case of problems.
