.github: Switch to GCP runner instead of large GH runner

It seems we have from time to time connection issue between large GH runner and OVH Cloud, which is not the case with GCP runner. This commit switches the runner to GCP.

Merge commit #1401fc20b4c7cb8cb679fec569b8bca278bc4552 on the integration branch
w/129.0/bugfix/switch-to-gcp-runner is merging a branch which is neither the current

development/129.0.

It is likely due to a rebase of the branch bugfix/switch-to-gcp-runner and the
merge is not possible until all related w/* branches are deleted or updated.
