What problem are you trying to solve?
At least on NLwiki in practice we only cared about anonymous edits being patrolled. We never cared about well-known editors being patrolled. If we want to use the monthly patrol volume as some kind of indicator of workload, backlog, etc., we have to be precise about which patrols we actually cared about.
Proposed approach
Add another parameter on the page where we indicate what type of edits we care about patrolling. Options would be all edits, only new pages, and for different types of users (non-confirmed, anonymous, all)
Alternatives considered
An alternative would be to hard code it on a wiki by wiki basis.
