This PR introduces the initial infrastructure and kernel support for AMD GPUs using the ROCm/HIP toolchain. This allows
awkwardto execute array operations on AMD hardware (specifically tested on CDNA 2 / gfx90a architectures like the MI210/MI250).Testing Environment: Princeton Della Cluster (Milan nodes + MI210 GPUs).
