This is a sample branch (on top of per-site permissions though not required) as a reference to achieve per-attribute permission in the future based on appropriate field, taxonomy and required groups. The main file with the domain rules for this is located under repository-data/application/src/main/resources/hcm-config/configuration/domains/social-security-content.yaml
Created sample orgs taxonomy and added to category doc type.
Created social security domain and editors group (+ dummy user). - Added new group to tags, collections.
Marked single brexit doc under mygov with social-security-directorate.
