Motivation

This PR allows the metric avg_request_queue_latency to be retrieved by a Prometheus client. The average request queue latency metric is of fundamental importance when dealing with high volume scenarios in LLM inference serving.

@b8zhong yes, this allows for the metric in question to be collected by Prometheus
