Codec2: upgrade Codec2 to latest stable version 1.1.1, this is last stable version supporting all modes from https://github.com/drowe67/codec2-dev, Codec2 author decided to go with major deprecation and rewrite according to https://github.com/drowe67/codec2 in "Old Code and Deprecated Features", probably in favor of RADAE codec https://github.com/drowe67/radae
