[Feature Request]: make new qtlauncher portable

Description

Is it possible to make the new version portable ? Meaning to have the versions.json file stored within the same folder as the launcher ?
Currently with windows it forces us to use appdata\roaming

You should've open this in the launcher repo directly, but it's already possible by creating a "launcher" folder next to the executable (so now we have two portable folders).
