Fix resourceplanmodifiers for `talos_cluster_kubeconfig_resource`. Also use pointer to set state everywhere, otherwise the provider shows some weird inconsistencies. Part of: siderolabs#203 Signed-off-by: Noel Georgi <[email protected]>
