it turns out there is no way to check if it was specified or not server side, being an enum.

This PR adds a query parameter to routes api for convenience, it is part of, but only a cosmetic part of an upcoming draft PR in the signadot repo for conditioning routing to TM based only on routing key. The in-operator clients do not use it.
