Description

This will ensure compatibility with AGP 10.0

It also required updating the KSP version as the older version also uses the disallowed APIs.

I only ran ./gradlew :Signal-Android:assemblePlayProdDebug.
I had issues with ./gradlew assemble as the GithubProdSpinner variant failed with what's seemingly a pre-existing issue.
