Summary

document the minimal local agent directory layout
clarify that agents//config.yaml is optional runtime config, while functions/agents//index.yaml plus functions/agents.txt enable discovery
add a small index.yaml example and verification command

Fixes #1524

Tests

Not run (documentation-only change).
