Add support for Siglent SDS800x HD series oscilloscopes
This PR adds complete support for the Siglent SDS800x HD series oscilloscopes to the siglent-sds driver, including:
SDS800X-HD_Datasheet_EN01E.pdf
Tested with SDS824X HD over Ethernet connection.
