As a followup to sigstore#629, add image release scripts to build a prober-only image on tags, to use for Kubernetes deployments. There is already a bundled docker image that does not use tags that is used for the Github prober runs. Signed-off-by: Colleen Murphy <[email protected]>

- are we using an old version of go that we must specifiy
GO111MODULE: on? - what is still gated by COSGIN_EXPERIMENTAL?
