restart_rssi.pybased on Shawn's instructions for restarting the RSSI connection here: https://github.com/simonsobs/daq-discussions/discussions/104#discussioncomment-10812742Merging this into sodetlib will make it easier to run this script from
/sodetlib/scriptsinside ajackhammer utildocker.
