Description:
We decided to get rid of from old monitors service, and build and run a simple one that just use UT to do its cleaning. Note that, this service is tiny and temporary, because of future changes on tpd and dmsgd (and other services) that will add re-register process there we'll not need this monitor anymore, but for now and make our network stable we implement and add this.
