[GCP] Add H200 to catalog

Although GCP has B200 on their machine types page, it does not appear in GCP console or the gcloud compute accelerator-types list -- we don't add B200 in this PR, but just H200

Note: GCP requires reservation to use the H200 and B200 GPUs, we need to double check if the provisioning works in this case
